This would have been based off the American sci-fi novel Tiger! Tiger! aka The Stars My Destination by Alfred Bester. According to Wikipedia Eiken had plans in 1968 to make a TV anime and a 3 minute 45 second color but silent pilot was made. The 2004 anime series, Gankutsuou was also originally based off this source material.
